The Council Bluffs Community School District board voted to approve several business items during its December meeting, moving a cluster of facility, funding and contract decisions forward.
Painting contract: The board approved a $34,500 contract with Cut Above Painting to paint the main gym and stairwell at Abraham Lincoln High School. A board member noted the gym "is just in desperate need of a face lift," and staff said work is set to occur over the winter break to minimize disruption.
English learner funding: District administration was authorized to submit a modified supplemental amount request to the School Budget Review Committee (SBRC) for $182,467 to cover English learners who have exceeded the five‑year state funding window. District staff clarified the request covers about 106 students identified as exceeding the five years (96 in intermediate waiting and 10 in intensive waiting). The board approved the request on roll call.
Open enrollment funding: The board authorized a separate SBRC request for $1,245,293 related to open‑enrolled‑out students who were not included in prior year certified enrollment; administrators said roughly 145.9 eligible students account for that request and explained the supplemental ask addresses timing delays in funding.
Appointment: Angela Griner was appointed to serve as the district representative on the county Assessor's Conference Board for a one‑year term.
Travel reimbursement update: The board approved administrative regulation changes to travel reimbursements, specifying meals will be reimbursed at the lesser of actual cost or $75 per day. Staff said the change is intended to give clarity and reduce travel agency fees, and noted exceptions can be considered with receipts and explanation.
Special education behavioral consultant: To fill a vacancy in behavior support services at Bloomer Elementary, the board approved a contract with Dr. Kaye/Kate Houghton (as named in the motion) to provide behavioral consultation and relieve the district of ad hoc staff pulls from other buildings.
Qualtrics contract: The board approved a 16‑month implementation contract for Qualtrics survey software and CESA installation and training, funded through PAPL. Staff said the system will support onboarding lifecycle surveys (30/60/90 day) and building/district engagement surveys, with implementation beginning March 1.
Consent agenda: The consent agenda, which passed on roll call, included a $3,000 donation from First Interstate Bank Foundation Inc. to support the Make Music Make Sense program, approval of the special education contract for the Iowa School for the Deaf, the program of studies approval noted in an earlier presentation, and routine personnel and disbursements.
Each item passed on a roll call vote during the meeting; board members asked clarifying questions on counts of students served by supplemental requests and on the travel policy before voting.
