Items included payments/disbursements; pay request for the 2025 mill-and-overlay project; authorization of engineering services for 2026 crosswalk layouts; MPCA grant agreement for the North Water Treatment Plant; geotechnical services for the Cassaw 14 water-main project; first amendment to the Prairie Sky Twin Homes development agreement; landscape-security reduction for Union Park phase 1; appointment of a deputy city clerk; a job-description change to administrative services director; 2026 liquor-license renewals; the 2026 meeting calendar; reappointments to the park, economic development authority, and planning commissions; and certification of delinquent stormwater and utility bills.

Ordinance 2025-017 (amend Chapter 11.04, lawful gambling): Adopted. Motion moved by a councilmember and approved by voice vote (no opposition noted). Resolution 2025-081 authorizing publication of the ordinance summary was also approved (clerk noted four yes votes).

Motion to budget gambling revenues and allocate proceeds to the city's law-enforcement contract: Moved and seconded. Following debate, the motion failed (minutes record: "Motion fails 1 2 3"). The ordinance itself remains adopted; the council did not designate a recipient for the gambling fund proceeds and may revisit allocation later.

Resolution 2025-077 (increase SVF benefit to $9,000 per year of service): Moved, seconded and approved by voice vote; presiding officer announced the motion passed 4-0. Staff will implement the benefit change with Minnesota PERA.
