The Keene Planning and Zoning Commission voted to approve the final plat for Phase 2 of The Canyons development, located at 303 Wayland Street, after staff and engineering review. City staff said the development had been reconfigured following a change in ownership: where the project previously had phases 1, 2 and 3, the new owner, Dr. Horton, requested splitting into two phases, making the current request Phase 2.
City staff described minor technical changes in the plat: a relocated water line resulted in an easement being removed, and a northern ditch alignment was cleaned up, slightly enlarging a homeowners association area. Staff and the city attorney reviewed the plat and noted only a signature-block correction for the city secretary remained. "Our engineers have reviewed it. Staff has reviewed it. Our attorneys just recently reviewed it," city staff said.
Commissioner Gilbert Perez moved to approve the final plat submitted by Kimberly Horn on behalf of Dr. Horton; the motion was seconded and passed by the commission.
The approval authorizes the final plat as presented; staff indicated no changes to utility easements or rights-of-way beyond the relocated water line, and that street names have been approved by Johnson County 911 addressing. Any conditions or additional documentation required for recording were not specified in the commission discussion.
