The Temecula City Council used its last 2025 meeting to honor three long‑serving city employees for their combined decades of public service.
Mayor Brendan Kalfas and the city clerk presented retiree certificates and gifts to Avlin Adfire, Tom Cole and Annie Bostroy Lee. The council and city manager recounted each employee’s trajectory and major projects: Adfire’s management of multiple I‑15 interchange and French Valley Parkway phases; Cole’s 32 years in code enforcement, mentorship of officers and complex enforcement cases; and Lee’s 33 years leading the city’s water‑quality and stormwater compliance program and creating the “Temecula Sustains” outreach brand.
“[It] feels good and it feels right,” Avlin Adfire said of his decision to retire, reflecting on projects both large and small that residents use every day. Tom Cole thanked colleagues and said he looks forward to travel and spending time with grandchildren. Annie Bostroy Lee said Temecula will always be close to her heart and noted plans to continue philanthropic work.
City Manager (name provided in meeting) highlighted the institutional knowledge the retirees take with them: “combined between the three of them, there’s over 90 years of public service just to the city of Temecula,” he said. Colleagues and department directors credited the retirees with mentorship, project management and community service.
The council invited family, staff and the community to join presentations and photographs following the recognitions. No formal council action was required for the presentations; they were ceremonial acknowledgments of career service.
