At the start of the Nov. 5 meeting, the Recreation and Parks Commission unanimously approved the meeting agenda after a motion by Commissioner Holbrook and a second was heard.
The commission then approved minutes from the Oct. 8 meeting. The motion to accept the October minutes passed by voice vote with one abstention from Commissioner Mignon, who said she had not attended that meeting.
During the elective portion of the agenda, two candidates designated themselves for chair: the candidate who introduced themself as Jam Magnone and Commissioner Samantha Torres, who also sought the chair. After brief remarks from candidates, commissioners voted by voice/hand. The commission chose the candidate who introduced themself as Jam Magnone for chair. Samantha Torres was elected vice chair. A single candidate was confirmed as secretary without opposition; Commissioner Mike Warren, running unopposed, was elected treasurer.
Candidates used the opportunity to state priorities: Magnone described a focus on trees and efficient meetings, while Torres emphasized youth programming and recruiting commissioners from diverse backgrounds. Torres said she has worked on youth sports access and said the commission should represent the city’s dense youth population in central Richmond.
No controversial procedural objections were recorded during the elections; commissioners planned a brief transition and asked staff to coordinate any immediate operational handover.
