Council members addressed public concerns Dec. 10 about the procurement process for Hilltop Park lighting (agenda items B‑9 and B‑10) before voting to approve both contracts.

A member of the public questioned whether the materials portion of the project had been sole‑sourced and asked whether the city posts an intent‑to‑sole‑source notice for transparency. Deputy City Attorney Susan Balrove explained that Nevada Revised Statute (NRS) 332.195 permits joinder — using another public agency's competitively bid contract — and that City policy allows the approach when the contract being joined was competitively solicited. Parks Director Nathan Olya said the selection of Musco lighting was driven by operational consistency and centralized control of field lighting systems.

Council members sought assurances about price comparisons and local vendor outreach. Parks and public‑works staff said Sourcewell pricing is based on a prior competitive solicitation, that staff would follow up with more detailed price comparisons and that the City routinely notifies local vendors about opportunities. The council moved and approved items B‑9 and B‑10 unanimously.
