Mayor Gregory moved "to excuse Mayor Pro Tem Gutierrez from this meeting and our 05:30 regular meeting," citing the family death. The motion was seconded and, on a roll call, Council member Ross, Council member Lam (transcript also spells "Lamb"), and Mayor Gregory each voted yes. The motion carried "all ayes."

After the vote, Mayor Gregory asked whether there were any changes to the agenda; a council member responded there were none and the agenda stood as published. The council then opened the floor for public comment on non-agenda items; staff reported no request-to-speak forms had been submitted and the council proceeded to the evening’s closed session business.

The council’s action was purely procedural and limited to excusing an absent member; no discipline, replacement, or substantive personnel decision was made on the record. The meeting recessed into closed session to address separate items discussed by the city attorney.
