The Newton City Commission approved a supplement to the Thiemien Park interlocal agreement that clarifies phasing, funding responsibilities and timing to enable the city and partners to pursue a Community Development Block Grant (CDBG) for park renovations.
Daniella (city manager) told commissioners the original interlocal agreement required full funding before work could begin but allowed negotiation of phasing. The supplement would split the original $1.8 million commitment into three phases. Staff and partners anticipate phase 1 to cost about $800,000 with a 20% local match if awarded CDBG funds; the supplement also adds a deadline (Dec. 31, 2028) by which phase 1 should be complete or the parties must reconfirm support. The Railer Foundation — the principal funder — would be responsible to reimburse the city for certain expenses if the project is terminated rather than spreading that requirement across all five parties.
Daniella and staff described next steps: city-led grant application and a required public hearing under grant guidelines (to be noticed for the next meeting), gathering surveys and completing cost estimates and renderings to meet an anticipated grant submittal round in March. Commissioners voted to approve the MOA supplement and to notice the required public hearing.
City staff said the supplement does not increase any party’s original funding obligation but provides clarity on phasing, roles and protections in the event of project termination.
