Canton Township’s Board of Trustees on Dec. 9 approved a series of contracts, purchase orders, budget adjustments and personnel authorizations as part of routine and general business.
Key approvals included:
• Network switch upgrade (Phase 3): Board authorized purchase of Meraki network switches and related equipment at a cost not to exceed $193,000 to complete the township’s computer and phone networking infrastructure upgrade.
• Apparatus equipment: Waived bidding and approved McQueen purchase for equipment to outfit a recently delivered heavy‑duty pumper engine at $36,754.94 after staff obtained comparative quotes.
• Ambulance repairs (Unit 22S7): Waived bidding and approved repairs by Overwatch Emergency not to exceed $20,131.78 (Overwatch estimate $18,301.62; McQueen $19,963.03); a 10% contingency of $1,830.16 was authorized.
• Vanguard Fire & Security Systems: Board approved issuing a purchase order for fire‑system repairs as requested in the agenda; staff read an itemized figure of $20,406,400.06 as the quoted amount in the meeting materials and the board approved the contract. (Note: the figure read aloud in the meeting appears exceptionally large for typical facility repairs and may be a typographic or transcription error in the meeting agenda; staff should confirm the final contract amount in procurement documents.)
• Chopper pumps (lift stations): Waived formal bidding and awarded a sole‑source contract to JGM Valve for four Vaughn submersible chopper pumps and integration with SCADA, not to exceed $164,526; staff noted the pumps are budgeted and intended to reduce sewer‑backup risk for roughly 250 and 450 homes served by the two stations.
• Cant Leisure Services capital projects: Awarded paving and construction engineering contracts totaling $1,717,607 ($1,555,597 to Asphalt Specialist LLC including contingency; $162,010 to Spaulding Decker) for projects at multiple parks.
• Zebo West Nature Area: Approved purchase‑order increase of $43,123.61 for additional architectural services; staff noted grant funding covers much of the project and this is part of the township matching effort.
The board also approved an updated purchasing policy to take effect Jan. 1, 2026 (raising the board review threshold from $10,000 to $20,000 and adjusting internal review thresholds), approved a three‑year retainer with Shiffman Fournier for labor counsel, confirmed multiple appointments to planning and zoning boards, created a Municipal Services project supervisor position with no net headcount increase, approved a lead parks technician LOA with AFSCME, and granted a 3% wage increase for part‑time employees effective Jan. 1, 2026.
Motions passed by voice vote or unanimous recorded vote where taken. Staff said most of the items were budgeted or contingencies were included; additional procurement paperwork and contracts will be completed through the clerk and finance offices.
