The Lake Oswego Planning Commission voted Dec. 8, 2025 to preliminarily approve a request to amend the comprehensive plan and zoning map for three parcels at 4000 Cruise Way Place (LU25-0029).
Ellen Davis, senior planner for the city, told the commission staff found the proposed change — moving the parcels from an OCR‑3 commercial designation and OC zoning to OCR‑0 and R0 residential zoning — would be compatible with neighboring uses, supported by proximity to arterials and transit, and consistent with the Waluga neighborhood plan. Davis said the applicant provided conceptual utility and traffic memoranda reviewed by city engineering staff, which confirmed adequate infrastructure capacity.
Commissioners opened deliberations after the public‑testimony portion was closed. Multiple commissioners said their role as a quasi‑judicial body is limited to evaluating whether the application meets the approval criteria. One commissioner summarized the view: "although I don't want to discount the input from the community, our only task is to ensure the applicant has met the standard for the application" (Commissioner speaking, SEG 227).
After discussion, a commissioner moved to approve staff's recommendation and findings, and the motion was seconded. The roll call recorded a majority in favor; the chair noted this vote is a preliminary decision and will be finalized when written findings are adopted at a subsequent meeting.
The commission did not take up or approve any development plans today; staff said future development applications would be reviewed under the code in effect at the time of submittal. The matter is scheduled for further action when the written findings are prepared and presented to the commission.
The commission also approved related procedural minutes and other routine business at the Dec. 8 meeting. The planning commission's next regular meeting is scheduled for Jan. 12, 2026.
