City finance staff and the utilities department presented separate but related transparency items on Dec. 8.
Sabra Avery, the city’s budget manager, demonstrated ClearGov, a web‑based digital budget book the city contracted in 2025 to publish interactive charts, department pages and downloadable PDFs. "The city contracted with ClearGov in the 2025 to provide easy to use software to help us improve our budget book presentation materials," Avery said, noting the platform’s templates, ADA compliance and the ability to automatically update charts from uploaded financial data.
Separately, Hassan (Utilities Department presenter) explained account‑opening requirements (proof of lease/warranty deed, government ID), multiple payment avenues (online, in person, drop box) and safeguards for sharing account information. He described policy for accepting third‑party payments and for closing accounts and said the department had aggressively addressed delinquent accounts: "For the past 14 months, we have been able to record $1,400,000 of this money that it was out there that was not being collected," he said, and added the city will pause shutoffs during holidays and resume January 5.
Commissioners expressed appreciation for improved transparency and interactivity in budget materials and for the utilities staff’s work recovering delinquent revenue. No formal vote was required for the ClearGov demonstration; utilities items were addressed as part of the informational presentations.
