City planning staff demonstrated a new "housing dashboard" designed to track Salinas' progress toward its RHNA housing production obligations in near real time. "The dashboard will be updated three times daily," assistant director Orlando Reyes told the council, adding that the tool pulls data from ArcGIS, the permit system and Microsoft Power BI to show entitled, permitted and completed units by income tier and geography.
Reyes said the dashboard is intended to increase transparency and regulatory consistency, and to provide permit-turnaround and neighborhood-level insights as the tool evolves. A pilot with Housing and Land Use Committee members is planned before public release. Staff said they will return with more data and an update in March 2026 and will provide quarterly reports to the council.
Councilmembers asked about accessibility for lay users, how the tool would help applicants and whether the city would solicit community feedback during the pilot phase; staff recommended outreach and a planned public-feedback channel when the dashboard goes live.
