Zoning staff requested the Jackson County Board of Supervisors set a public hearing for Ordinance 3-20 to reclassify a parcel from A-1 agricultural to C-1 highway commercial, saying the change would align the official zoning map with a building's longstanding commercial use.
The parcel, which contains buildings historically used as Zib Marcuse Stables for more than 50 years, appears in the assessor's records as commercial before 1976, the presenter said. The new owner intends to open a retail shop and use existing barns to showcase Iowa artists; retail sales are not permitted in A-1 but are consistent with C-1 highway commercial.
Zoning staff requested the board choose either Dec. 30, 2025, at 9 a.m. or Jan. 2, 2026, for the hearing; the board set the hearing for Dec. 30 at 9 a.m. and authorized publication of the required legal notice on Dec. 17 and Dec. 18 to satisfy Iowa Code chapter 335.6 and the county's publication rules. The presenter clarified the rezoning applies to the building area only, not the residence or larger agricultural holdings.
A motion to set the hearing was made and seconded and the board voted to carry the motion.
