At its Dec. 9 meeting, the Cuyahoga County Council approved a large batch of resolutions and contracts across several policy areas. The following highlights summarize formal actions taken by the council during the session.

Settlement: The council adopted Resolution 20250351 approving a proposed settlement in Georgiana M. Simery v. Leslie Ann Celebreze et al., Cuyahoga County Common Pleas Court case number CV23984974. The clerk noted the item had been discussed in executive session before the public vote.

Labor agreements: Council adopted multiple collective bargaining agreements and reopeners covering several bargaining units, including agreements referenced in resolutions 20250352 through 20250359 and subsequent items. The items were introduced under abbreviated titles as allowed by council rules and adopted after committee vetting.

Major contracts and awards:
- Resolution 20250336: award to Trumbull Construction LLC (RBT Roofing) not to exceed $5,364,470 for the Medical Examiner building roof replacement (adopted). Council members discussed the feasibility of solar and were told the garage has an existing solar installation but the lab roof is not feasible for additional solar due to mechanical equipment on the roof.
- Resolution 20250317 and 20250318: multi-year IT contracts to support the county's ERP implementation (RPI Consultants up to $12,000,000; Infor Public Sector Inc. licenses and cloud hosting up to $21,996,512). Council characterized these as committee-vetted modernization steps.
- Resolution 20250325: award to Whiting-Turner Contracting Company not to exceed $4,200,000 for the Virgil E. Brown rehabilitation project.
- Resolution 20250338: authorization of an economic development loan up to $2,000,000 to support a birthing center operated by Birthing Beautiful Communities at 1792 E. 65th St. in Cleveland.

Grants and community programs: The council approved multiple ARPA-funded community grants and Invest in Children program contracts, and awarded more than $1 million across youth, family, and senior services (see resolutions 20250361'0250364 for referenced awards and referrals).

TIF objections and withdrawn item: The council adopted Resolutions 20250364 and 20250365 to object to the creation of residential TIF districts in the cities of Brooklyn and Independence under Ohio Revised Code section 5709.40, saying the objections protect the county tax base. The clerk also reported withdrawal of Resolution 20250284 (a proposed tax-lien sale agreement with NAR Ohio LLC for up to $40,000,000) at the sponsor's request.

Many items were approved by voice vote after committee presentations; several others had roll-call votes where recorded. The council did not take action to enforce federal labor law regarding disputes raised in public comment but multiple speakers asked the council to review county contracts for compliance.
