Council reviewed a package of capital projects on Thursday and directed staff to proceed with procurement steps for design where appropriate.
Financial Director Stacy Clark told the council the city has quotes under cooperative purchasing for three city‑hall priorities: security camera/access control (~$104,000 quote; $100,000 budgeted), audio-visual livestreaming equipment (~$85,000 quote) and networking hardware (switches, firewalls; ~ $60,000 quote). "We have received a quote for that under cooperative purchasing. It's very close to that budget," Clark said of the security system. Staff said they expect to repurpose some IT budgets and contingency to avoid asking for additional funds and will present contracts for council approval.
Devin Golden reported the Main Street brick-sidewalk project is out to bid with bids due Dec. 19 and an anticipated contract in January to lift and reset brick paving. Golden also outlined the Lexus Way / Old Oxford corridor work: design funding is in place (city match plus congressional allocation) but HUD approval and environmental clearance are required before issuing an RFQ for engineering; staff will pursue federal grant programs (RAISE/RACE) and coordinate with state transportation partners.
On parks, staff summarized interlocal recommendations: $250,000 in design funds for a lap pool at Safloda Family Aquatic Center (construction estimate $4.5–5 million) and $250,000 for a cloverleaf baseball/softball complex at Great Crossing Park (construction estimate $5–6 million). Staff noted operations would be cost-shared 50/50 with the county.
Council signaled a preference to move ahead with design procurements but emphasized prioritization based on upcoming budgets and grant opportunities. Staff will prepare RFQs and return with contract documents and schedules.
