The Cocoa City Council unanimously approved the large-scale site plan and preliminary plat for the Michael C. Blake subdivision on Dec. 9, a redevelopment project that converts about 2.56 acres of city-owned property into 30 single-family homes designated for very low-, low- and moderate-income buyers as defined in Florida law and HUD guidance.
City staff said the project — developed by Lennar Homes under a purchase and development agreement — includes three primary floor plans with multiple exterior elevations to promote architectural variety. As approved, the project incorporates several variances that were already authorized in the development agreement (reduced lot sizes and widths and increased maximum lot coverage, with compensating impervious-area controls). The developer must provide enhanced landscaping, fencing and playground equipment for the Harry T. Moore Center per the development agreement; staff said those enhancements will be implemented and go before the Diamond Square CRA board.
Lennar’s representatives told council the company plans to build inventory homes across the subdivision and will seek qualified, income‑eligible buyers. The city’s planning and engineering reviews found the site plan consistent with the comprehensive plan and local codes; the planning and zoning board had recommended approval on Dec. 3.
What’s next: With the council’s approval, the developer will proceed with construction and marketing under the development agreement and applicable covenants; staff and the developer will coordinate infrastructure connections, drainage modifications and playground/landscape enhancements required by the agreement.
