University of South Florida officials presented a public information session about a proposed amendment to the campus development agreement, including updates tied to a planned on-campus stadium.
Rebecca Jones of the city legal department explained that campus development agreements follow a statutory review and are limited to public facilities and services affected by a campus master plan. She said the amendment would extend the current agreement through Dec. 31, 2030, and requires further state review if the local approval fails.
Rob Higgins, USF's athletics CEO, laid out the athletic case and the project timeline. "First off, the stadium capacity is 35,000," Higgins said, describing club areas, suites and a student seating plan that would allow close to 8,000 students to attend games and projected overall completion around April–May 2027.
City staff noted the amendment deals only with public-facility impacts — water supply, wastewater pumping capacity, and roadway intersections — and not approval of construction designs or stadium siting. The city would retain oversight of needed rights-of-way and intersections; the agreement requires USF to coordinate with county and state agencies where those roadways are not city-owned.
Council took no vote today; staff announced a second public hearing set for Dec. 18 to allow further public comment and state review. Questions from council focused on water service, wastewater capacity and coordination with county and FDOT for intersection improvements.
