The Riley County Commission on Dec. 4 approved a resolution authorizing the issuance of general obligation temporary notes totaling $935,000 in principal to finance road work in the Peterson Ranch benefit district and a solid‑waste tipping‑floor project.
Britney Phillips, budget and finance officer, presented the bids received for one combined temporary note. When the Peterson Ranch financing came in lower than originally estimated, the total principal required dropped from $1,020,000 to $935,000; Phillips presented a fiscal impact figure of $963,530.49 for debt service. Bids were received from Kaw Valley State Bank, RCP RCB Bank and Commerce Bank.
A commissioner moved and another seconded approval of resolution 120425 authorizing the issuance of the temporary notes for the stated principal amount; the transcript records the motion and approval but does not include a roll‑call vote tally. Phillips said staff will work with bond counsel to assess special assessments to the Peterson Ranch benefit district and that the portion not charged to the district will be paid from the solid‑waste fund for the tipping‑floor project.
Staff will finalize financing documents with bond counsel and proceed with required assessment and reporting steps.
