Tim Brown, planning and development, briefed the board on a request from All In Credit Union to place a temporary banking facility at the southeast corner of Sugar Drive and Highway 98 while their permanent building is under construction. Brown said the parcel sits inside the scenic corridor and lacks direct frontage on Highway 98.
Derek McCarthy of NorthStar Engineering, representing the applicant, described the temporary structure as an operations-only facility (not a construction or sales trailer) that would be in place for eight to nine months while vertical construction proceeds. McCarthy asked the board what deviations from scenic-corridor standards and other development standards would be required.
Board members and staff emphasized that even temporary structures must meet the scenic-corridor requirements as much as possible. Unidentified Speaker 5 advised applicants to prepare a checklist of deviations they intend to request and to make the temporary installation look as close to the final building as possible: skirting to conceal foundations, temporary potted plants as foundation plantings and similar measures. Staff and members noted that a temporary certificate of occupancy (if required by the building department) and other building-department clearances are separate and necessary before operations can begin.
The board requested a detailed site layout showing access, ramp/ADA provision, temporary parking, construction-staging limits and fence limits. Applicants were asked to clearly indicate how many parking spaces will be provided and how those numbers relate to required parking for the final building. No formal vote was taken; staff provided feedback and directed the applicant to return with a more complete submittal.
