Johnson County commissioners on Dec. 4 approved a memorandum of understanding with the cities of Lenexa and Overland Park to pilot airport transit service to Kansas City International Airport (MCI) in advance of and during the 2026 World Cup.
Josh Powers of Johnson County Transit said the county previously authorized acceptance of $2 million in grant funding from the Mid-America Regional Council (MARC) to operate an airport pilot service, and the proposed MOU formalizes partner contributions. The grant requires a $600,000 local match; Lenexa, Overland Park and Johnson County Transit would each contribute $200,000 toward the match.
Powers said the partner cities and staff chose two primary shuttle locations identified in a MARC study (Lenexa City Center and Downtown Overland Park) rather than many smaller stops, noting the study drove the selection. He said the pilot will aim for roughly 20-minute frequency during peak periods, though actual frequency will depend on the number of buses assigned and beta testing to determine demand. The plan is to begin service several months before the World Cup to pilot the route and make adjustments.
Commissioners asked whether other jurisdictions could access the fleet; staff said the initial partners were chosen based on likely ridership and walkable destinations, and additional opportunities for partnership could be explored. Commissioner Hanzlick moved to approve the MOU; Commissioner Allen Brand seconded. The board voted in favor by roll call and the MOU was approved.
Powers said the pilot could serve as a circulator and that successful operations during the World Cup could provide a long-term transit option for Johnson County residents.
