A board member moved to approve the project; the amendment requiring developers to offer prioritized applicants a first-right-of-refusal was accepted as a friendly amendment before the voice vote. The motion passed by voice with multiple ayes and one recorded nay from George. "All in favor, say aye," the presiding officer called; after the vote George said, "I said nay." The board noted that final leases and site-specific approvals would still return to the board and that developer proposals must respect FAA and city planning requirements.
Developer representatives told the board they had spoken to most waiting-list holders and believe many would join a grouped (0 lot line) hangar plan if pricing is competitive. The board asked the developer to provide transparent cost estimates and lease drafts; those documents will be reviewed by staff and returned to the board for formal lease approval.
Because some proposed adjustments touch the airport master plan and the Airport Layout Plan (ALP), staff emphasized that any changes to taxi-lane alignments or design must be cleared with the FAA before construction. The board’s authorization permits the developer to continue design and outreach, not to finalize leases or shift taxi-lane locations without FAA approval.
