Multiple procurement items were presented at the agenda review and placed on the Dec. 11 action agenda, including contracts for aerial imagery, SCADA cybersecurity software, HIPAA compliance services and a vehicle lease for the 2026 FIFA World Cup.
Bill Nixon said the county’s RFP recommended Pictometry/EagleView for annual aerial imagery at an annual cost not to exceed $169,650, funded by the registrar’s technology fund; EagleView scored 87/100 in the selection. For SCADA vulnerability management, staff sought authorization of a three-year contract (plus renewals) not to exceed $262,360; the county secured a $75,000 DHS grant to offset first-year costs. Aaron Otto, the county’s HIPAA privacy officer, presented an RFP selection recommending Cohen Riznick (CoResnick Advisory LLC) for enterprise HIPAA security and privacy work with spending authority up to $250,000 to cover a five-year enterprise review and related services.
On transit, staff requested authorization to lease 50 coach vehicles from Master Transportation for up to $1.5 million using $1.2 million in federal Section 5307 funds and $300,000 local match (a $150,000 refundable deposit was already paid). Staff said leasing now saves about $800,000 compared with current market prices and that operator staffing is addressed through an agreement with Transdev.
Commissioners asked selection-process questions and requested additional briefing documents (vendor-selection rationale for imagery, photos of vehicle types for the bus lease). Several procurement items included options to renew and standard budget approvals for expenditures exceeding $150,000.
