Councilman Rafay Pinedo moved to approve the budget resolution (item 5b) and Councilwoman Reynoso seconded; the motion passed by recorded roll call with three yes votes and two no votes. The council then considered ordinance 2025-51 (item 5c), a first reading to repeal ordinance 2025-36 and ratify and adopt the referenced budget resolution; staff said the second reading is scheduled for Dec. 10, 2025. The ordinance passed on first reading.
City staff will implement the contingency reduction and bring required ordinance readings and any related budget amendments to future council meetings.
