George Hallou of SLA Engineering, representing El Paso Electric, said El Paso Electric will lease the land from El Paso Water to meet growing electrical demand on the city’s northeast side and concurred with staff recommendations. A commissioner made an on‑the‑record rough calculation of about 142 megawatts based on panel counts; neither staff nor applicant confirmed that figure on the record.

The approval allows El Paso Electric to proceed with the site plan review and permit process required for construction and operation, subject to any remaining site‑plan conditions and compliance checks.
