Blanca Perez, Planning and Inspections, presented item 6: a special permit and detailed site development plan request to expand an existing solar facility on two vacant parcels at 5000 Stan Roberts Avenue. She said Parcel 1 (east) is approximately 48 acres and Parcel 2 (west) is approximately 80 acres. Staff said the expansion would add 15,834 solar panels on the eastern parcel and 29,562 panels on the western parcel, with direct access from Stan Roberts Avenue and Martin Luther King Jr. Boulevard. The property is in a Ranch and Farm zoning district where a special permit is required; staff recommended approval and reported two inquiry calls and no formal opposition as of 11/26/2025.

George Hallou of SLA Engineering, representing El Paso Electric, said El Paso Electric will lease the land from El Paso Water to meet growing electrical demand on the city’s northeast side and concurred with staff recommendations. A commissioner made an on‑the‑record rough calculation of about 142 megawatts based on panel counts; neither staff nor applicant confirmed that figure on the record.

No members of the public spoke on the item. The commission moved and approved the special permit and detailed site development plan by voice vote. The approval allows El Paso Electric to proceed with the site plan review and permit process required for construction and operation, subject to any remaining site‑plan conditions and compliance checks.
