Cumberland County commissioners approved two financing items during the finance meeting: a resolution tied to a TEFRA‑style certificate for a harvesting project and the county’s first NextGen farmer loan processed through the county Industrial Development Authority (IDA).
Jonathan (John) Cox presented both items for the county. On the first item, Cox said the Cumberland County IDA had approved a related borrowing resolution for an anaerobic digester project and clarified input requirements for the system: "65% of the system has to be solid waste," Cox said, and that animal manure must account for at least 51% of the input. He noted food/liquid waste inputs would be a relatively minor portion.
With no further questions, commissioners moved and seconded approval of the certificate/resolution for the harvesting project; aye votes were recorded and the resolution passed.
The second item was described as the first NextGen farmer loan processed through the IDA. Cox said it is a $510,000 mortgage, amortized over 25 years at 5.3%, to enable Justin and his wife Darlene to acquire their family farm from his parents. The farm encompasses 68 acres and supports a beef‑cattle operation of about 150 head; Cox also noted the property includes a small chicken house with capacity cited at up to 8,000 birds.
Commissioners moved, seconded and voted to approve the NextGen loan. Cox asked commissioners to sign the resolutions and attached exhibits so the documents could be filed with "DCAD" (as stated in the meeting) and the Department of Agriculture to secure volume cap; staff agreed the documents can be signed after the meeting.
What the approvals mean: The TEFRA‑related certificate enables municipal resolution and IDA financing steps customary for certain tax‑exempt bond processes; the NextGen mortgage provides long‑term financing intended to keep the farm in family ownership. No public opposition or public comments were recorded during the TEFRA hearing, Cox said.
Next steps: Commissioners will sign the resolutions and exhibits so Cox can file the paperwork with the agencies he named. The meeting adjourned thereafter.
