Carbon County commissioners opened bids for the Whole Home Repair program and then voted to table consideration for two weeks after discovering apparent mismatches between bidders' scope labels and contract numbers.
At the meeting, clerk/meeting staff read bids for plumbing and general construction under contract numbers including CB16015137 and AM16115137. One plumbing bid from Rericks Coal Fuel Oil and Propane of Chamaqua was read as $11,500; bids from Northeast Construction Management Group (Lee Heiten) were read at $66,216 for plumbing and $66,768 and $25,000 for general construction. Commissioners and staff said some submissions appeared to be mis-marked or entered incorrectly, which created uncertainty about which bid applied to which contract.
Speaker 6 and others noted the discrepancy and that the bidders filed 10% bid bonds. Citing the need for planning and development to verify the entries and ensure bids were correctly matched to contract scopes, Speaker 7 moved to table the bids for two weeks for review by planning and development and Wardle, with a return date of December 18; the motion was seconded by Speaker 2 and carried on roll call.
The board instructed staff to review whether the plumbing and general-construction designations matched the contract numbers and to report back with recommendations on acceptance or rejection. Commissioners did not award any contracts at the meeting.
The action was recorded under agenda item 25-701; the bids will be reconsidered after staff review and any necessary corrections are confirmed.
