The Board of County Commissioners approved a building assessment agreement and addendum with Avon Marsh to evaluate the former American National University facility at the corner of Eddy Street and Jefferson.
Hodge Patel, business and government strategy director with Avon Marsh, described the work as a comprehensive review of the building’s windows, structure and mechanical systems and told the board he expects "final results back in January of 2025." Mike Ruble, director of operations for the county health department, said the department would rely on the assessment for a decision about whether to use the building for clinic space.
Commissioners raised concerns about parking and accessibility for clinic operations and discussed possible arrangements for additional parking if the county moves forward. The health department said remediation and improvements could be paid with "Health First Indiana" funds while the program is available, and commissioners recorded that the contract also provides a pathway under which, after seven years, "we would have the opportunity to purchase the building for a dollar," language cited during the discussion.
After questions and clarifications, the board moved to approve the assessment agreement and addendum. The motion passed with recorded 'Aye' votes from commissioners present.
The assessment is intended to clarify high-cost needs—roof, HVAC and structural issues—before the county decides whether to pursue occupancy or follow-up remediation work.
