Commissioners approve conditional extension of Parametrics contract to finish county Transportation Systems Plan

Crook County commissioners voted to approve an amendment extending the county’s personal services contract with Parametrics so the consultant can complete the Transportation Systems Plan (TSP) and an associated Transportation Safety Action Plan (TSAP).

County staff (Speaker 3) told the commission the original contract with the consultant was signed in August 2023 and was due to expire at the end of the month. The proposed amendment extends the contract through the end of the county’s fiscal year (June) to allow Parametrics time to finish the TSP and TSAP. Speaker 3 said the consultant had reviewed the amendment but wanted legal counsel to look it over; because of the holidays the final sign-off was delayed. Staff recommended approval conditioned on the final draft being substantively similar to the version presented to the commission.

A motion to approve the amendment was made and seconded; the commission approved the amendment by voice vote (two ayes). Speaker 3 said the county already had approval to sign the TSAP out of meeting and asked that the TSP extension be approved on the condition that the consultant’s final edits do not change the substance of the agreement.

The action is recorded as a conditional amendment; staff will execute the contract amendment once the county receives confirmation that the consultant’s legal review produced no substantive changes. The commission recorded no changes to the contract’s scope of work in the meeting discussion and did not discuss additional funding amounts in public session.
