The Dickinson Planning and Zoning Commission voted Wednesday to recommend approval of PLP‑003‑2025, the Stockard Third Addition preliminary plat, but tabled the accompanying rezoning request after an error in the legal notice.
City planner Natalie Burczyk said the preliminary plat would combine lots to create space for an additional commercial building in the city’s extraterritorial zone. The site is roughly 8.27 acres; the existing building is on a commercially zoned lot while the adjacent lot proposed for rezone was described as R‑1.
Andrew Schrank of Highlands Engineering participated remotely and said the application also includes vacations of a right of way and perimeter easements. Schrank told the commission the public notice lists the wrong block number (advertised as Block 1 but should be Block 2), which staff confirmed would likely require re‑notification.
Commissioner (speaker 4) moved to recommend approval of the preliminary plat as consistent with the city comprehensive plan; the motion carried. Commissioners then agreed to table REZ‑006‑2025 to allow the applicant to re‑advertise. Staff said the re‑notice should not delay the overall development schedule because the next preliminary plat hearing would likely be in October under current deadlines.
Next steps: the preliminary‑plat recommendation will be forwarded and staff will work with the applicant on correcting the rezoning notice and returning the rezoning to a future hearing.
