The Hayward Geological Hazard Abatement District on Dec. 2 unanimously approved annexing the Parcel Group 3 development and its draft plan of control, and adopted a resolution declaring the district’s intent to order an assessment to fund GAD maintenance within the development.
Haley Ralston, GAD manager, told the board staff had accepted the petition for annexation at a prior meeting and prepared a plan of control specific to Parcel Group 3. The board first adopted Resolution 25‑03 to annex the development and approve the draft plan of control.
Ralston then presented Resolution 25‑04, which declares the GAD’s intent to order an assessment and set a public hearing at least 45 days after notice. Ralston said an engineer’s report prepared in accordance with Proposition 218 recommends an assessment limit of about $0.25 per square foot of habitable space for multifamily and habitable non‑residential buildings, noting the parcel contains approximately 215,000 square feet of habitable space and an estimated annual GAD operations budget for Parcel Group 3 of about $54,000 in current dollars.
Board members asked whether building type (for example, a school versus residential use) would change the assessment and whether assessments could be passed to renters. Staff said assessments attach to the parcel and are placed on the property owner’s tax bill; the GAD does not control whether owners adjust rents. The board then moved and unanimously approved Resolution 25‑04 and set a public hearing for Jan. 27, 2026.
