The City Council approved construction of the Adams Avenue bicycle facility project, a federally funded improvement that will install protected Class IV cycle tracks, buffered bike lanes, pedestrian lighting and new landscaping along Adams Avenue from Harbor Boulevard to Fairview Road.
Public Works staff said the project preserves three travel lanes in each direction, narrows center medians, and connects multi-use trails via bike ramps at Pine Creek Drive. Staff reported six bids were received; the lowest bidder, Excel Paving Company, submitted a low bid of $2,268,636 and the total contract amount including a 10% contingency is just under $2.5 million. Funding sources include a Surface Transportation Block Grant, traffic impact fees and OCTA Measure M2 funds.
Councilors accepted the staff recommendation and approved the contract by voice vote (7–0). Staff anticipates construction completion in 2026 and will return with construction management and inspection contract details.
