City leaders used the State of the City event to announce animal services investments and recognize local businesses and volunteers.

Mayor Jayna Karpinski Costa said the city purchased property on Old Auburn Road as a strategic investment intended to lower animal services costs and to hold lost or roaming dogs locally to facilitate reunification. She announced a campaign called "Chip Chip Hooray" offering free microchipping and on‑site licensing at rotating events scheduled in November, December and January; residents may also schedule appointments with the animal services department.

The mayor also said the council approved a lease for Field Haven Feline Center to occupy a second building at the Old Auburn Road site; Field Haven will offer cat adoptions and low‑cost programs including trap‑neuter‑return and stay‑neuter assistance.

Emcee Marissa Brown introduced the city's new Business of Distinction program and announced Byers Gymnastics Center as the first quarterly winner; the event also recognized Janet Harry as the 2025 Chip In Hall of Fame volunteer inductee for long‑standing service with the police department and community programs such as Project Lifesaver and Operation Holiday Cheer.
