During the Dec. 2 meeting the council approved several infrastructure and procurement items from the public works and wastewater departments.
Wastewater: Council approved a resolution authorizing the administrator for the Department of Wastewater to execute a project sale and operations and maintenance agreement with Mainspring Energy Inc. for linear‑generated systems and related services on a sole‑source basis for an amount not to exceed $8,500,000.
Public works: The council authorized a construction contract for Alton Park Connector Phase 1 with Duquesne Industries LLC in the amount of $1,627,268.60, with contingency for a total not to exceed $1,789,995.46. Bill Payne, city engineer, described the scope as greenway and sidewalk connections along West 33rd within existing rights of way.
Purchasing: The council approved a bundled list of contract renewals and new blanket agreements — including multi‑year renewals for facilities mechanical services, a new insurance brokerage contract, parks conservation services, Coca‑Cola supply, H&H Brown wastewater renewals and TNT Concrete contract increases (one increase of $3.5M noted for concrete/paving work) — after staff noted cost increases driven by labor, materials and insurance. A new firefighter protection equipment blanket agreement was also awarded after a single responsive bidder was received and re‑advertised.
What happens next: Departments will finalize contract documents and proceed with procurement and construction work; staff will track contingency use and report any material changes to council.
