Grandview Heights City Council approved the city's 2026 operating budget, capital appropriations and updated terms of employment in a series of third-reading votes Monday night.
The council unanimously passed Ordinance 2025-10, the annual appropriations for earnings, expenses and other expenditures for the fiscal year ending Dec. 31, 2026, after the finance committee recommended approval. Finance chair Penny Met (as stated in the meeting) described the operating budget as fiscally responsible and commended department heads and administration for their work.
Council then approved Ordinance 2025-11, which makes appropriations for capital equipment and improvements in 2026, following a finance committee discussion of the capital budget. Later, the council approved Ordinance 2025-12, updating the terms and conditions of employment for nonunion city employees for 2026; council members thanked Director Maxwell for additional information about positions that clarified the need for those roles.
Each ordinance passed on a roll-call vote with all members recorded as voting yes. The finance director also reported the city completed a required arbitrage rebate payment of $569,000 to the IRS related to outstanding tax-exempt bonds.
Administration said the parks and recreation master-planning procurement and other contract processes will continue into early 2026, and the old city hall property will be part of upcoming public engagement.
The council will incorporate any public input and return with more detail if needed as budget implementation moves forward.
