The Oakdale City Council on Tuesday accepted the annual audit for the fiscal year ended June 30, 2024, and approved several budgeted procurements for parks, facilities and information technology.
Joe Luton, a partner at CliftonLarsonAllen, presented the audit and told the council the firm issued an “unmodified opinion as of 06/30/2024,” the highest level of assurance. Luton said the auditors identified a material weakness in the financial-statement close process but reported no disagreements with management and no consultations with other accountants. After questions, the council moved to accept the audit report; the resolution passed 4–0.
On item 11.2, staff outlined a one-time cleanup and maintenance contract with RP Landscaping for the Bridal Ridge and Vineyards local landscape maintenance districts (LLMDs). The contract total is $26,245, to be charged to the LLMD funds; staff said there would be no general-fund impact and that the agreement includes a contingency for additional cleanup and an option to extend up to two years. One council member recused themself from the vote; the motion passed 3–0.
Council approved the purchase of 500 Hercules-series contoured chairs for the Gene Bianchi Community Center at a cost of $22,271.06, funded by the facility maintenance fund and CP 20-05/23 surplus chairs. Staff described the chairs as stackable, easier to clean and more durable than the existing inventory, and council approved the resolution 4–0.
The council also authorized replacement telephone equipment from GoToConnect for $16,398.02 for the first year, after staff solicited bids from Mitel and RingCentral and presented a five-year cost comparison showing GoToConnect as the lowest-cost option. Staff said the first-year cost and the ten-year fiscal impact were already budgeted across departmental contract-service funds; the resolution passed 4–0.
Mayor Pro Tem Gilbert also presented the council’s annual appointments to regional boards and committees, noting changes following Christopher Smith’s resignation and Richard Murdoch’s appointment; the list was approved 4–0. The meeting closed with community announcements and adjournment.
