A representative of Midwest Presort outlined a proposal to consolidate and presort county mail, saying the company’s consolidator model would permit lower meter rates and reduce county labor and equipment costs.
The presenter told the board the program generally yields postage savings of "roughly about 15%" on postage costs and projected additional savings from eliminating multiple postage meter leases and related supplies. He also described a process to register certain county mailings (for example, voter education mail) under nonprofit mailing rates, which he said would substantially lower postcard and bulk mailing costs.
Commissioners asked about operational mechanics, including how postage deposits and invoicing would be handled, and emphasized the need for participation from high‑volume departments—especially the clerk and treasurer—to realize the savings. The presenter described a typical workflow: Midwest Presort would pick up county mail, apply discounted mail rates, and return processed mail to county post offices the next day.
No contract was approved; commissioners asked staff to study the program, involve department heads and return with recommendations. The presenter noted other Central Indiana counties use the same approach and referenced state policy changes that are causing counties to examine cost savings in mailing operations.
