LAFCO staff told commissioners on Dec. 1 that the City of Ukiah submitted an application to annex an almost 8‑acre, city‑owned parcel at 1 Carousel Lane that is pre‑zoned for public facilities and proposed for the city’s new municipal corporation yard.
"We did receive a new application from the city of Ukiah to annex a city owned property at 1 Carousel Lane," Executive Officer Henman said, noting application materials are posted on LAFCO's website and that referrals to affected agencies have been initiated.
Henman also updated the commission on the Russian River Flood Control District's application: staff deemed that application incomplete pending a tax‑share agreement and additional information. Henman added that "a lawsuit has been filed against the flood control districts, challenging their negative declaration and notice of determination for the project," and identified the plaintiffs as Lee Howard and James Ronco.
Commissioners asked for follow‑up on outstanding tax‑share agreements affecting small service districts, including the Elk Community Service District and Anderson Valley matters; Henman said staff will reach back to the auditor and assessor offices and that some applications remain incomplete pending tax‑share negotiations. The commission also discussed planned municipal service‑review (MSR) and sphere updates, with Point Arena and Willits expected to be scheduled for future workshops.
The commission later convened closed session for conference with legal counsel on existing litigation related to New Rising Moon Trust and Kyle St. Pierre v. City of Ukiah; it returned with no reportable action.
No formal action was taken on the Ukiah application at this meeting; staff stated the application has been circulated to affected agencies for comment and will proceed through LAFCO’s completeness and review processes.
