Torrington — During a largely procedural agenda Monday, the City Council approved several budget and payment items, including a Small Cities emergency heating repair, two engineering invoices for sanitary sewer capital projects, and a list of tax refunds.
The council approved Small Cities project #143-PID-58 for $2,500 to pay emergency heating repairs. A Small Cities Committee representative told the council the request was reviewed and recommended for approval given the emergency nature; the packet included a title report and an estimate from the vendor.
Acting as the Water Pollution Control Authority, the council approved payment to Wright-Pierce Engineering of $26,189.89 (invoice 247490) for the Harris Drive pump station design project and $13,277.17 (invoice 247616) for the Winstead Road/Forest Main replacement project, to be paid from the Sanitary Sewer Capital Improvement fund. The motions were moved, seconded and approved by voice vote.
The council also accepted the tax collector’s recommendation and authorized tax refunds listed on a document dated 12/01/2025; the transcript records the council’s approval but does not list individual refund amounts.
Votes were recorded by voice; no roll-call tallies with named votes appear in the transcript. These items were presented as part of routine fiscal business and approved without further amendment.
