District Attorney Sean presented two forfeiture checks totaling $221,534.68 to the Cumberland County general fund on Nov. 13, 2025, telling commissioners the funds reimburse investigative expenses and detective salaries tied to human-trafficking investigations.
Sean said his office created a human-trafficking task force in 2022 and has since conducted operations, investigations and prosecutions locally. "To date ... we have forfeited over $600,000," he said, and he invited the board to accept $221,534.68 in two checks — one to cover lab and testing expenses and the other for detectives' salary costs.
He described enforcement actions that included arrests and closures of illicit massage businesses, saying the office had shut down seven illicit massage parlors and that one operator in a prosecution received a 16- to 32-year prison sentence. He also said a recent operation produced 13 additional arrests and that staff from another state observed operations to learn investigative methods.
Commissioners thanked the DA and noted partnerships — including with the YWCA, lab personnel and detectives — and asked for a photograph while the checks were presented. The board moved, seconded and approved accepting the funds.
The presentation included a request for discretion about operational details: commissioners asked that specifics about investigative methods not be shared publicly. The DA and commissioners emphasized the role of interagency partners and county support for the task force.
