Finance Director Jennica Flanagan presented the first reading of Ordinance 25‑12, the 2026 fee schedule, at the Moorhead City Council meeting on Nov. 24. Flanagan said the proposed schedule covers city services including utilities, licenses, permits, golf and recreation program fees and that the updates are part of the annual budget process.

Flanagan told council the proposed fees and projected revenues were included in the 2026 budget materials and that the ordinance will return for a second reading and further council action at the Dec. 8 meeting. Council moved, seconded and approved the first reading by roll call vote.

No substantive amendments were made on first reading; residents were directed to contact the finance department or the city manager with questions by phone or email.
