The Moorhead City Council voted on Nov. 24 to adopt the 2026–2030 Transit Development Plan resolution after a presentation by the Fargo‑Moorhead Metropolitan Council of Governments and consultant Bolton & Mink.
Adam Altenberg of MetroCOG introduced the plan as a five‑year strategy required by federal and state agencies to assess transit operations, set goals and identify implementation strategies. Consultant Blue Weber described the engagement process (public input, focus groups, study committee), the existing‑conditions analysis and the preferred service plan that emphasizes regional connectivity, reduced transfers through interlining, bidirectional routing and specific changes affecting Moorhead routes (notably route 3 improvements to better serve Moorhead High School and adjustments to routes 4, 6 and 9).
Map Bus staff noted public feedback was collected August–October and that, while the plan guides future service, implementation would not be expected until 2027. Council members asked how residents can submit comments; Map Bus staff directed them to the Map Bus Coordination Committee and local leaders. Council moved, seconded and adopted the resolution by unanimous roll call vote.
The consultant said final plan approval at the MetroCOG policy committee is expected in December; local implementation decisions and budgets would follow in subsequent budget cycles.
