Coppell planning staff told the Planning and Zoning Commission on Nov. 20 that it cannot support a special use permit (SUP 1270) for a concrete batch plant on 4.47 acres north of East Beltline Road because the proposal conflicts with the city's 2030 comprehensive master plan and creates operational concerns.
'We are recommending the SUP and the proposed future land use plan amendment from Urban Residential Neighborhood to Industrial Special District be denied,' said Matt Steer, Coppell's development services administrator, citing the high intensity of the use, proximity to the Riverchase Golf Course and Oaks at Riverchase Apartments (about 1,000 feet), and problems with public‑road frontage and access that must be resolved before permitting.
During the hearing, commissioners and staff raised specific operational worries including dust and emissions subject to TCEQ regulation, truck noise and road wear, and the lack of public road frontage and platting for the property. Commissioners noted an existing nearby batch plant and questioned whether granting an SUP would effectively institutionalize an industrial use that could inhibit future redevelopment.
The applicant, Phil Flink of Estrada Companies, asked for additional time to provide consultant information and said his team would be prepared to propose a finite term for the operation (he referenced 60 months as a potential sunset in the record). But staff and the commission cautioned that changing the application from an SUP to a time-limited SUP would require new public notice and a distinct application process.
After considering continuance, notice deadlines and application requirements, the applicant elected to withdraw the application and resubmit later with clarified materials. Steer said staff's recommendation would remain denial if the proposal continued to conflict with the comprehensive plan.
The withdrawal ends the matter before the commission for now; the applicant indicated an intent to return with a revised filing and clarified plans at the next appropriate submittal period.
