The New Haven Board of Education approved routine business and voted to enter executive session on collective bargaining at its Nov. 24 regular meeting.
The board moved and seconded approval of the minutes from Nov. 10, 2025; the chair called the vote and announced the motion carried. During the personnel report, Superintendent Doctor Negron highlighted that Chief Auditor Carl Carangelo will retire on Jan. 30, 2026 after 29 years of service. The personnel report was moved, seconded and approved in a recorded vote.
In Finance and Operations, a motion to approve four abstracts, one agreement, two amendments, three purchase orders and one change order was moved, seconded and approved on the record.
Before adjourning to closed session, the chair moved to enter executive session pursuant to Connecticut General Statutes (sections cited on the record) "regarding records, reports, and statements of strategy and negotiations with respect to collective bargaining, New Haven Federation of Teachers Local 933, and School Administrators Association of New Haven, Inc." The board voted to enter executive session and invited attorney Alexi Ades (in person) and attorney Sierra Milano by Zoom to join the meeting.
The board returned from executive session with no public votes taken and then adjourned.
Why it matters: The personnel and finance approvals advance routine district operations; the retirement of a long-serving chief auditor will trigger a staffing and succession process. The executive session addresses collective-bargaining strategy for unit contracts, a matter with operational and fiscal implications for the district.
