Port Orchard, Wash. — The Port Orchard City Council unanimously approved a time-only fourth amendment to the interlocal agreement with the Kitsap Public Facilities District on Nov. 25, extending the agreement through Dec. 31, 2026.
"Staff recommends approval of amendment number 4, extending the agreement to 12/31/2026," Mr. Crocker told council, noting the amendment buys time to finish design work and obtain the final cost estimate for the SR 166/Space Street project and the planned community events center.
Council members agreed the extension is a continuation of pandemic-era delays in many regional agreements and will allow staff to consolidate the time-only extension with a later comprehensive agreement once cost estimates are complete. There were no recorded votes in opposition.
Why it matters: The extension ensures the project remains under the existing interlocal framework while staff complete design and budgeting work; it preserves the city's ability to participate in a regional community-events project without immediately committing to final costs.
What's next: Staff will complete design and cost estimates early next year and return with proposed final agreement language for council consideration.
