Manager Price told council the budget process has produced a balanced plan advertised for public review, with the final vote scheduled for the council meeting on Dec. 11; memos reflecting tonight's changes will be posted online.
Price also announced the borough was awarded a GEDF grant of $155,000 for upgrades to the Crafton pool (roof work, a new slide, a concession-stand AC unit and a pavilion). He said the grant requires a 50% match and that the borough is awaiting a decision from the Pennsylvania Department of Conservation and Natural Resources (DCNR) expected in December or January; Price thanked State Sen. Fontana and State Rep. Dan Deasy for supporting the project.
On real-estate tax refunds, Price presented refunds prepared by Jordan Tax Service for tax years 2024 and 2025 and moved to approve them. The council approved the refunds by voice vote. The meeting transcript contains inconsistent figures: one passage cites "$33,094.74" and later the manager moved to approve refunds "in the amount of $3,094.74." The transcript does not include a documented reconciliation of those numbers in the meeting record. Where numeric ambiguity exists, staff should provide a reconciled figure in the official minutes and refund documentation.
Other capital and grant items discussed included the LSA/LS grade grant work for vegetation and lights near the school, plans for an EV charger in the school parking lot and a pending DCNR match decision for the pool project. Manager Price said he will post updated budget memos and related documents online.
Next step: staff to post updated budget memos and to return with confirmed refund totals and any DCNR award details.
