Utilities update: restorations, solar back-feed safety and plan for siren 'Safe Network' pilot

Staff told the council that restoration of gas and power service is complete for several properties after earlier outages; work in the Portuguese Bend/Flying Triangle area is paused and will resume in the new year. Staff also described a recent solar back-feed incident during a reconnection event in Rancho Palos Verdes that created a potential hazard for utility workers; SCE is reviewing protocols and will send instructions to impacted residents.
On emergency-siren work, staff said HQE's grant-funded Safe Network will provide pole-mounted sirens and optional in-home gateway units. The council discussed whether in-home devices (about $100 per unit) will reach residents inside double- or triple-pane homes and whether the city should buy some units for testing. Staff said HQE will provide an online ordering QR code and that gateways are small ("about the size of an iPad"). Council directed staff to return at the Dec. 9 meeting with a funding/timeline report and to continue coordinating with the association and utilities.
