The Minneapolis Budget Committee convened an adjourned public hearing on Nov. 19 to receive community comment on Mayor Jacob Frey's recommended 2026 budget, which staff described as totaling just over $2,000,000,000.
Chair Ayesha Chugtai reminded the public the committee would hold a statutorily required Truth in Taxation hearing on Dec. 9. Budget presenter James Acenza (introduced on the record as budget director of finance and property services) gave a short overview of the 2026 budget document, highlighted added department-level staffing detail and demonstrated the property tax levy estimator tool available on the city's website. He noted the board of estimate and taxation voted to authorize a levy increase of up to 8% and said the mayor's recommendation included a roughly 7.8% levy increase to support services including the Minneapolis Park and Recreation Board.
Committee members did not debate or take formal action during the hearing; instead the chair opened an extended public comment period (roughly 42 registered speakers) focused on several substantive issues, including the Zen City contract and co-enforcement funding. The committee closed the hearing and announced it will reconvene Dec. 5 to begin considering revisions to the mayor's recommended 2026 budget.
