The Planning & Zoning Advisory Board recommended approval of a two‑phase affordable senior housing development (UDP S25026) proposed for North Andrews Avenue. The project would deliver 100 units in Phase 1 and 96 units in Phase 2, ground‑floor office space for the Multiple Sclerosis Foundation, and community amenities.
Developer Pinnacle described a financing package using tax‑exempt bonds, Florida Housing incentives and county gap financing, and noted a $640,000 loan commitment from Fort Lauderdale that enabled pursuit of additional tax‑credit equity for the second phase. "We are on the clock to close by 2026," Pinnacle principal Tim Wheat told the board, explaining the capital stack in detail.
Designers emphasized an active ground floor, public open space along Andrews, and material choices to give the building visual variety while meeting urban village standards. Staff noted a parking reduction to 80 spaces from a required 126 is mitigated by a parking agreement with the adjacent Fairfield development; the board accepted that arrangement and included staff conditions in its approval.
Board members praised the design and the developer’s record of producing affordable housing in the region, then voted in favor of the conditional use and site plan with staff conditions and the off‑site parking agreement.
