The Fort Harrison Reuse Authority approved a design services agreement on Nov. 17 with HWC for work on Post Road and Otis Avenue meant to make Otis more pedestrian friendly and examine streetscape improvements.
Board members asked Mr. Goodnight to describe the scope. Goodnight said the design will focus on the intersection of Post Road and Otis and extend toward the Civic Plaza/Cultural Campus, with possible on‑street parking on the south side of Otis and streetscape additions. "We are looking at trying to, work on, Otis Avenue to make it a little more pedestrian friendly starting at the intersection of Post Road and going down to the Civic Plaza," Goodnight said in the meeting record.
A motion to approve the design services agreement with HWC was moved and seconded; the record shows the motion passed with a 3‑0‑1 tally (three votes in favor, one abstention). One board member earlier indicated they would recuse from voting on this matter; the transcript records the abstention during the vote.
After votes, staff member Greg provided a short economic development operations update, noting that earlier votes that evening related to design and project work, that staff have a studio access design and massing for Lot B on Otis, and that multiple meetings with developers indicate strong interest in development in the Fort area and in Lawrence City.
