The Smyrna Town Council voted to approve a rezoning request for approximately 0.721 acres at 1205 Rock Springs Road, changing the zoning from R‑3 to C‑4.

Kevin explained that while parts of the parcel lie within the floodway and a larger portion sits in the 100‑year floodplain, there remained adequate buildable area on the western side of the lot (approximately 150–180 feet depth outside the flood hazard area). The Planning Commission reviewed the request and recommended approval (vote reflected in the record as 6‑4 with 1 abstention at Planning Commission level). Staff recommended approval as well.

During the council vote, one council member identified a conflict and abstained from voting because of a friendship with the applicants; the ordinance passed in council.
